But why, you might ask, aren't they doing this already? What makes it so difficult?
Widely considered to be the godfather of modern economics, Adam Smith defined four types of fixed capital as far back as 1776. These were:
- useful machines, instruments of the trade
- buildings as the means of procuring revenue
- improvements of land
- human capital
Nobel Prize winning economist Gary Becker built on this theory in 1964. In this view, an organisation's output depends on the 'rate of return' on the human capital it owns. Thus, human capital is a source of value, into which additional investment (training, learning etc) yields additional output.
Meanwhile, the learning community was developing models by which this additional value could be measured (Kirkpatrick, 1959; Hamblin, 1974 etc). However, the incremental manner in which these models were often presented meant that the truly tangible benefits from learning, e.g. the impact on business results, was often either never gotten to or was lost under a swathe of information about learner satisfaction or enhanced skills and behaviours. In fact it wasn't until people like Phillips, Kearns and Brinkerhoff came along that we truly began to realise the potential in measuring the return on investment from learning in £-value or 'human capital investment' terms.
